Filmed in early 2019, when Haiti was still effectively in lockdown and foreign embassies had withdrawn their staff, the reportage captures a nation on edge. The unrest erupted over the PetroCaribe corruption scandal, in which billions of dollars intended for social development vanished, fuelling the cry “Kot kòb PetwoKaribea?” (“Where is the PetroCaribe money?”). Streets once alive with commerce were marked by tension, anger and disillusionment. The footage offers a glimpse into a country whose chronic inequality and political decay would, two years later, culminate in the assassination of President Jovenel Moïse, a brutal expression of a crisis long in the making.
